Yes, that way they know to suggest! 
No, they should know and do that on their own if your art is good enough.

Honestly? This may sound really rude, but I think that would be really selfish. You will get a DD when people think your art is good enough, and you shouldn't guilt trip them into suggesting one; in all cases it won't get accepted unless it's worth a DD.
